A firm protested a Navy contract award, contending that the Navy's evaluation of its proposal was not fair and equitable. The protester also requested an agency debriefing. Bid protest regulations require that a protest include a detailed statement of the legal and factual grounds of protest and copies of relevant documents, which the protester did not provide. Concerning the protester's request for a debriefing, GAO recommended that the Federal Acquisition Regulations (FAR) Secretariat consider amending the regulations to require agencies to schedule debriefings as soon as possible after award, since it found that a potential problem could result from the combination of the requirement that a protest contain specific allegations and the discretion vested in the contracting agencies under the FAR concerning the scheduling of debriefings. Accordingly, because the protest provided no supporting details, it was dismissed.
