A firm protested an Army Corps of Engineers contract award for cleaning services, contending that: (1) the specifications were ambiguous as to manpower requirements; and (2) the other bidders could not supply the required number of personnel at their bid prices. GAO found that: (1) the protester failed to meet its burden of affirmatively proving that the specifications lacked sufficient clarity; and (2) the solicitation contained no minimum personnel requirements and was not ambiguous. Accordingly, the protest was denied.
