A firm protested the General Services Administration's (GSA) rejection of its bid to purchase a type of tungsten ore, contending that: (1) its bid offered the greatest value to the government; (2) GSA had previously made an award at a price similar to that which it offered; and (3) in light of the GSA acceptance of another firm's bid, the rejection of its bid was unfair and discriminatory. GAO has held that the determination of price reasonableness is an agency decision which GAO will not question absent a finding of abuse of discretion. GAO found no reason to question the GSA judgment regarding the acceptable bid price. Accordingly, the protest was denied.
