A firm protested the Navy's rejection of its two bids, contending that they were rejected because the Navy mistakenly believed that it was on the debarred bidders list. However, the protester conceded that the Army was currently investigating its responsibility to perform work for the government in connection with its proposed debarment. GAO has held that a firm that has been proposed for debarment is generally precluded from receiving government contracts pending a debarment decision. Accordingly, the protest was dismissed.
