[Protest of GSA Issuance of Solicitation]

A firm protested the General Services Administration's (GSA) issuance of a solicitation for on-site construction inspection services. The protester contended that: (1) GSA, which had initiated contract amendment negotiations with it to include the work, should complete those negotiations and modify its contract by change order; and (2) it had invested a substantial amount of time and money in preparing a fee proposal before GSA cancelled the negotiations. GAO will not consider a protest that an agency should have issued a change order rather than conduct a competition. GAO found that the protester's claim for additional payment under its contract was a matter for resolution under the contract's disputes procedure and the Contract Disputes Act of 1978. Accordingly, the protest was dismissed.
