[Legislative Authority for the Operation of the Commission on the Ukranian Famine]

In response to a congressional request, GAO reviewed the legislative authority for the operation of the Commission on the Ukranian Famine. GAO found that: (1) funds were appropriated for the activities of the Commission by a continuing resolution for 1985; however, the legislation establishing the Commission was not enacted before passage of the continuing resolution; (2) Congress intended for the resolution to authorize the creation of the Commission as well as appropriate funds for its operation; and (3) the appropriation provided adequate legislative authority for the creation and operation of the Commission.
