[Protest of HHS Bid Rejection as Late]

A firm protested the rejection of its bid under a National Institutes of Health (NIH) solicitation, contending that its hand-carried bid was late only because the individual carrying it was involved in an automobile accident that was beyond his control. GAO held that, while it was unfortunate that the individual was involved in an accident, NIH was required to reject the late bid because it was not late due to of wrongful government action. Accordingly, the protest was dismissed.
