A firm requested reconsideration of a decision which dismissed its protest against certain specifications in an Army solicitation because the protester, as a subcontractor, did not have a direct economic interest in the procurement. The protester contended that it was a prospective prime contractor. GAO held that: (1) it assumed that the protester was a subcontractor based on its prior experience with the firm; and (2) it would not reconsider the protest on the basis of the protester's bare assertion that it was a prospective prime contractor. Accordingly, the request was denied.
