A firm requested reconsideration of a decision dismissing its protest of a Veterans Administration contract award, contending that it filed its protest with GAO within 10 days after receiving notice of the agency's denial of its protest. In order for a protester's request for reconsideration to be considered, the protester must present a detailed statement of the factual and legal grounds warranting reversal of a decision. GAO found that the protester: (1) knew of the results of its agency-level protest when it initially protested the contract award but offered no explanation concerning its failure to provide all relevant facts at that time; and (2) was not entitled to reconsideration on the basis of its delayed showing of timeliness. Accordingly, the request for reconsideration was denied.
