The functions of the GAO Advisory Council on Civil Rights, its membership composition, charter, and bylaws are described. Matters and issues addressed by the Council such as: (1) its comments on proposed affirmative action plans; (2) an inquiry into the upward mobility process made in response to applicant concerns; (3) a review of the requirements for GAO automated personnel data; and (4) a study of performance appraisals for GS-12 evaluators and staff in evaluator-related positions are also included. Issues for further study, GAO staff briefings on personnel legal services, discrimination complaints, the results of a 1983 annual assessment process, and its participation in appeals board member selection are described.
