A firm requested reconsideration of a decision which dismissed as untimely its protest of a Navy contract award. GAO held that, although the requester correctly noted that the statute governing bid protest procedures does not prescribe a protest filing time period, an effective protest resolution requires timeliness standards. GAO also held that Inauguration Day cannot extend the protest filing period if there is time after that date for the protest to be timely filed. Accordingly, the prior decision was affirmed.
