GAO discussed the Air Force ALQ-131 Jammer and the joint Navy and Air Force ALQ-165 Jammer to determine the best opportunity to reduce cost proliferation and improve acquisition strategy for an electronic combat jammer. GAO concurred with a Department of Defense characterization of the entire procurement process which noted that, although procurement problems with the jammers have been addressed, the process has been unreliable, ineffective, and maintenance problems have been too frequent. GAO will recommend that the Secretary of Defense require an independent assessment of the jammers to include an evaluation of their relative costs and performance capabilities. GAO believes such an evaluation would illuminate which system is most cost beneficial and reduce the proliferation of unnecessary jammers.
