[Protest of Army Contract Award Contending Awardee Improperly Corrected Bid]

A firm protested an Army contract award, arguing that: (1) the awardee was improperly permitted to correct a bid error; and (2) the awardee's bid was unbalanced and should have been rejected as nonresponsive. GAO held that the agency reasonably allowed correction of the error because the bid clearly indicated that the error was made, how it occurred, and the amount of the intended bid. GAO also held that the bid was mathematically unbalanced and should have been rejected. Accordingly, the protest was denied in part and sustained in part. However, since the government had already incurred certain costs, corrective action was not recommended.
