[Protest of Certain Navy IFB Specifications]

A firm protested a Navy solicitation for a prefabricated insulated piping system as unduly restrictive, contending that portions of the specifications were inconsistent with a federal specification guide and precluded the protester from offering its product. The Navy advised GAO that it had cancelled the solicitation and that, if the requirement is resolicited, it will cite the requirements for an underground heat distribution system. GAO will not consider a protest when the subject solicitation has been cancelled since that action renders that protest academic. Accordingly, the protest was dismissed.
