A firm protested a contract award to another firm under a Navy solicitation, contending that it was entitled to an aggregate award under the terms of the solicitation. The protester was the low aggregate bidder but, during a preaward survey, the Navy determined that the awardee, which was the low bidder for several line items, was responsible and awarded those items, which saved $22,000 over an aggregate award to the protester. GAO held that, while the terms of the solicitation were susceptible to misconstruction, they did not require the Navy to make an aggregate award. Accordingly, the protest was denied.
