A firm protested the Veterans Administration's (VA) rejection of its low bid as nonresponsive in connection with a small business set-side for scissors. GAO noted that, since the matter focused on the protester's size status, it should have been referred to the Small Business Administration for a conclusive determination. However, the protest was academic because VA acknowledged that its rejection was improper and it took corrective action. Accordingly, the protest was dismissed.
