A firm protested the Navy's award of a purchase order, contending that the award should not have been made because the awardee was late in submitting a quotation and it had offered a technically acceptable product at a lower price. The request for quotations required equipment listed by the Federal Supply Schedule (FSS); therefore, contract award to a firm listed on the FSS was mandatory. Accordingly, since the awardee's product was listed on the FSS and the protester's was not, the protest was denied.
