[Protest of Army Contract Award Alleging Awardee Was Improperly Allowed Facility Renovation Time]

A firm protested an Army contract award, contending that the Army improperly gave the awardee additional time to renovate its production facilities following an unfavorable preaward survey. The condition of production facilities is a matter of bidder responsibility, and an agency may allow a prospective awardee a reasonable time period after bid opening to cure a problem related to responsibility.
