In response to a congressional request, GAO examined whether remarks made by the Secretary of the Air Force urging defense contractors to direct their advertising campaigns towards convincing the public of the need for a strong defense violated any antilobbying laws. GAO found nothing in the remarks which indicated that the Secretary was attempting to influence Congress regarding any legislation. Furthermore, no federal funds would be involved in the contractor advertising. Accordingly, GAO concluded that the remarks did not constitute a violation.
