A firm protested an Agency for International Development (AID) contract award, arguing that: (1) the awardee's proposal was improperly evaluated because it proposed to have personnel work on the contract who were not in its employment; and (2) the awardee improperly substituted key personnel immediately following the contract award. GAO held that: (1) since the personnel were committed to work on the contract, the AID evaluation was proper; and (2) although the awardee made personnel substitutions after bid opening, it had no intention of doing so when it submitted its proposal. Further, the argument was without merit because such issues are matters of contract administration. Accordingly, the protest was denied in part and dismissed in part.
