A firm requested reconsideration of a decision in which GAO determined that the Defense Logistics Agency (DLA) improperly awarded a sole-source contract to the protester. The protester contested the propriety of the decision alleging that it was untimely and contending that the sole-source award was proper. The protester was on notice of the protest but did not participate in or comment on the protest. Bid protest procedures provide that reconsideration may be requested by any interested party who submitted comments during consideration of the protest; therefore, the protester was not an interested party and not eligible to request reconsideration of the protest. Accordingly, the request was dismissed.
