Pursuant to a congressional request, GAO reviewed the awards authority provided under title 5 of the U.S. Code. One provision of the title, if read literally, would mean that all title 5 awards authority expired after September 30, 1984. GAO found that the intent of Congress regarding awards authority, though otherwise clear, was in part mistakenly or inaccurately stated in the provision in question. GAO concluded that the questioned language does not affect any title 5 award provisions other than those for cost savings disclosures.
