A firm protested the award of a contract for corrugated boxes by the Clerk of the House of Representatives. The protester contended that it submitted the low responsive bid, but that samples of its containers were improperly determined to not meet the specifications. GAO held that its authority to settle accounts involving the use of contingent funds was limited by legislation and that its bid protest jurisdiction was, at the time the protest was filed, based on its authority to adjust and settle accounts. GAO concluded that its consideration of the protest would serve no useful purpose. Accordingly, the protest was dismissed.
