A firm protested any National Archives and Records Service contract award to another firm under a request for quotations for moving services. The protester was the third low bidder, and it contended that neither the low bidder nor the second low bidder was entitled to award since they failed to perform a facility inspection as required by the solicitation specifications. GAO found that, since the second low bidder did make the required inspection tour, the protester was not in line for the award and, therefore, was not an interested party under bid protest procedures. Furthermore, failure to make a site inspection provided no basis to reject an otherwise responsive bid. Accordingly, the protest was dismissed.
