[Request for a Decision on the Use of Intra-Army Order To Obtain Child Care Services From a Nonappropriated Fund Instrumentality]

An Army authorized certifying officer requested a decision regarding the propriety of using an intra-Army order to obtain child care services from a nonappropriated fund instrumentality (NAFI). GAO has held that the obtaining of goods and services from a NAFI is tantamount to obtaining them from nongovernmental, commercial sources. Accordingly, a regular purchase order, rather than an intra-agency order, should be used.
