An individual appealed a Claims Group decision which denied his subsistence allowance claim for occupancy of temporary quarters owned by a relative. The claim was administratively disallowed because the reasonableness of the claimed expenses was not proved. GAO held that, although the basis of the expenses was an issue, regulations required that evidence be provided that the claimed expenses were actually paid. Since the individual failed to provide such evidence, the reasonableness of the costs would not be considered. Accordingly, the Claims Group's disallowance of the claim was sustained.
