A firm protested that the specifications in a General Services Administration solicitation were arbitrary and unworkable. GAO found that the protest was untimely filed under bid protest procedures, since the basis for the protest was apparent before bid opening but the protest was filed after bid opening. Accordingly, the protest was dismissed.
