A firm protested the rejection of its proposal under a Navy solicitation for the operation and maintenance of simulators. GAO held that the protest was untimely filed because it was not received by GAO within 10 days of the time the protester learned of the initial rejection of a protest that it filed with the Navy. Accordingly, the protest was dismissed.
