A firm protested a contract award to another firm under a Defense Logistics Agency (DLA) solicitation, contending that DLA improperly allowed the awardee to lower its bid price. GAO held that, as fourth low bidder, the protester would not be in line for award if the protest were sustained and was, therefore, not sufficiently interested to protest under the procurement. Accordingly, the protest was dismissed.
