A firm protested the Navy's determination that it could perform specific services at a lower cost in-house rather than contracting out. The Navy made its decision after it had compared its cost estimate with the protester's. The protester contended that the Navy improperly added an amount to its bid and that the addition was false and misleading. GAO held that, despite the protester's allegation that the Navy did not follow regulations in computing the amount, the Navy's computations were proper in view of the applicable regulations. GAO also held that the protester failed to show that the computations were erroneous and misleading. Accordingly, the protest was denied.
