A firm protested a contract award under an Army solicitation, contending that the awardee did not qualify for award under the terms of the Walsh-Healey Act. GAO held that it does not consider protests involving the legal status of firms under the act because other federal agencies have jurisdiction over such matters. Accordingly, the protest was denied.
