A firm protested the award of a contract by a Department of Energy (DOE) prime contractor, arguing that it was excluded from competition. GAO noted that, since neither fraud nor bad faith on the part of DOE was alleged, the matter concerned contract administration which is the function of the procuring agency. Accordingly, the protest was dismissed.
