A firm requested reconsideration of a decision which affirmed an earlier decision which dismissed as untimely the requester's protest against alleged solicitation improprieties. The requester conceded that its initial protest should have been filed before bid opening but that it did not become aware of the restrictive nature of the specifications until after that time. GAO held that this request was untimely because it was not filed within the required time period after the previous decision. Accordingly, the request was dismissed.
