Army's Acquisition of the Division Air Defense Gun

GAO discussed the Army's acquisition of the Division Air Defense Gun (DIVAD) and certain aspects of the Department of Defense's decisionmaking process. GAO noted that the DIVAD program is based on concurrent development-testing and production. Initial production units have been, and are being, delivered. Much testing is going on, most notably the design verification test and the limited operational test, and continued testing is planned for the future. However, due to the late deliveries of the initial gun systems and changes in test plans from the original strategy, including the addition of tests not originally planned, there is less concurrency and more test information available now than would have been under the program as originally conceived. GAO also commented on the reporting process for operational test results in the Department of Defense and found that Army data sheets omitted certain information on testing limitations.
