[Protest of NOAA Contract Award Alleging Awardee Not Certified]

A firm protested a National Oceanic and Atmospheric Administration contract award, contending that the awardee failed to possess a required certification. A bidder's ability to perform the contract must be determined by the contracting officer and GAO will only consider protests arguing that definitive responsibility criteria were not applied in the determination. GAO noted that the solicitation only required bidders to meet certification provisions, rather than actually possess the certification. Since the protester did not show that the awardee failed to meet this requirement, the responsibility criteria were met. Accordingly, the protest was denied.
