A firm protested a contract award to another firm under an Institute for Defense Analyses solicitation, contending that the awardee intended to subcontract with a foreign firm, thereby depriving Americans of jobs. GAO held that: (1) there is no prohibition on subcontracting with foreign firms; and (2) absent specific allegations of violations of the Buy American Act, it would not consider the protest. Accordingly, the protest was dismissed.
