Pursuant to a congressional request, GAO considered whether the Veterans Administration (VA) would be required to pay relocation costs to owners or tenants if their land was purchased by a private veterans organization and then donated to VA for the expansion of a cemetery. GAO concluded that, once VA has made a commitment to accept donation of the property in question or has issued notices to vacate to the owners or tenants of the land, it would be required to pay relocation costs.
