Pursuant to a congressional request, GAO commented on S. 2390, a bill to amend the criminal enforcement provision of the Federal Regulation of Lobbying Act's registration and reporting requirements. Specifically, GAO was asked to comment on the paperwork and regulatory burdens that might result from passage of the bill. GAO noted that, because the effects of the bill on the scope of the act are uncertain, it could not estimate the impact that passage would have on paperwork and regulatory burdens.
