A former employee of the Merit Systems Protection Board requested reconsideration of a Claims Group decision which denied her claim for a retroactive promotion and backpay. The claimant contended that she was appointed to a lower grade position than that for which she applied and was interviewed. In addition, she alleged sex and age discrimination. GAO does not have the authority to consider claims based on allegations of discrimination. Furthermore, federal employees are entitled only to the salary of their appointed positions. Since GAO found no basis upon which the employee could be promoted retroactively, the settlement was sustained.
