A firm protested the rejection of its bid under an Air Force solicitation, contending that the Air Force rejected the firm as nonresponsible and failed to refer the matter of the protester's responsibility to the Small Business Administration for consideration under the Certificate of Competency procedure. GAO held that, since the court hearing that was a suit filed by the protester did not express interest in a GAO decision, it would not consider the matter. Accordingly, the protest was dismissed.
