A firm protested two proposed Air Force contract awards, contending that the awardees would be unable to perform the contract satisfactorily at the low bid prices they submitted. GAO noted that the submission of a bid which a competitor considers too low does not constitute a legal basis for protesting the award. GAO also noted that the contracting agency is obligated to determine if the awardee is a responsible bidder and, unless there is an indication of fraud or bad faith by that agency, GAO will not consider the matter. The protester made no such allegations of fraud or bad faith. Accordingly, the protest was dismissed.
