A firm protested under a Veterans Administration (VA) small business set-aside solicitation, contending that: (1) VA improperly determined that the protester was nonresponsible; and (2) the solicitation specifications were defective. GAO held that: (1) it would not consider the protester's responsibility because VA referred the matter to the Small Business Administration for consideration under its Certificate of Competency procedure; and (2) the portion of the protest alleging defective specifications was untimely filed. Accordingly, the protest was dismissed.
