GAO was asked to determine whether the General Services Administration's (GSA) Federal Supply Service (FSS) could, in the year of purchase, charge the General Supply Fund for the entire cost of operating equipment and reimburse the fund over the useful life of the equipment from a portion of the annual appropriation for FSS. GAO held that: (1) GSA is required to reimburse the fund within 45 days for any property procured through the fund; and (2) in the GSA appropriation legislation, Congress neither tacitly approved the use of this practice by GSA nor tacitly repealed statutes requiring prompt reimbursement of the fund.
