A firm requested that GAO reopen the file of its protest concerning a contract award to another firm under a Defense Logistics Agency solicitation. While the firm's initial protest challenged an affirmative determination of responsibility, its second request suggested that the solicitation established a specific requirement which the awardee could not meet. GAO held that this allegation was untimely filed under bid protest procedures since it was raised more than 10 days after the basis of the protest was known. Accordingly, the protest was dismissed.
