A firm protested a contract award to another firm under a Defense Industrial Supply Center solicitation, contending that the solicitation was defective in that it specified that two products with different characteristics were equally acceptable. GAO held that the protest was untimely filed because it was not received by GAO before the bid opening date. Accordingly, the protest was dismissed.
