A firm protested the rejection of its low bid as nonresponsive under an Army solicitation for pin assemblies, contending that a bid error it made and provided written verification for should have made it eligible for award. GAO held that, where a bid was predicated on the use of Government property in the bidder's possession, the bidder's failure to submit written authorization for such use with its bid rendered the bid nonresponsive. Furthermore, the firm's post-bid-opening explanation for its mistake could not be considered in determining the responsiveness of the firm's bid. Accordingly, the protest was denied.
