A former Coast Guard member requested reconsideration of the denial of his application for the waiver of a debt resulting from salary overpayments. The member was overpaid by $200 per month because the Coast Guard did not deduct a dependency allotment from his pay. The member contended that he did not realize he was being overpaid because he thought that his pay increase was due to an increased quarters allowance after his marriage. GAO held that the member should have known that an error occurred because the overpayments began before the member's marriage. Accordingly, GAO sustained the denial of a waiver.
