A firm protested the rejection of its bid by the Forest Service, contending that its failure to sign the bid was the result of its reliance on oral advice from the Forest Service. GAO held that: (1) the protester did not allege that its bid was accompanied by any document indicating its intent to be bound by the provisions of the bid; and (2) bidders rely on oral advice at their own risk. Accordingly, the protest was denied.
