GAO responded to a proposal for a memorandum of understanding to govern its disclosure of Federal Communications Commission (FCC) documents or materials which might disclose the FCC internal deliberative process to congressional requesters. GAO stated that agreements to deny or delay the provision of requested information to congressional sources are not conducive to the efficient operation of GAO. Further, GAO believes that such agreements create an artificial barrier to an effective working relationship with congressional staff.
