A firm protested any contract award under a General Services Administration (GSA) solicitation, contending that the five bids lower than its own were below cost. GAO held that: (1) whether a bid price is so low that the bidder will be unable to perform the contract is a matter of bidder responsibility; and (2) the intention of GSA to award a contract constituted an affirmative determination of responsibility, which GAO would not review absent circumstances not relevant to this case. Accordingly, the protest was dismissed.
